一直以来,很多加拿大人喜欢充分利用一房屋贷款功能“Home Equity Line of Credit(HELOC)”,即我们华人所称的“房屋净值(抵押)信用额度贷款”。
通俗来说,当你需要资金周转的时候,可以通过银行,利用你名下房产的净值借取一定额度的贷款。这样做的好处是贷款利率较低,没有贷款目的限制,借款人可以根据自己的需要用于消费、支付学费、偿还其他债务以及投资等,而且基本没有严格还贷的期限。因此,很多华人戏称这是把房子当成“ATM”。
不过,在加拿大银行监管机构实施新规后,该功能的使用将受到限制。HELOC的贷款额度从80%降至65%。

据CBC News报道,加拿大最高银行监管机构正在改变涵盖某些类型住房贷款的规则,以确保贷款人和借款人能够在房地产市场看起来脆弱的时候履行其义务。
金融机构监督办公室(OFSI)正在对某些类型的房地产贷款实施新的指导方针,包括共享股权抵押贷款、反向抵押贷款和与循环信贷额度配对的传统抵押贷款。
最大的变化是针对所谓的联合贷款,即传统的抵押贷款与称为HELOC 的循环信贷额度相结合,房主可以在他们认为合适的情况下投入使用,而无需按任何时间表偿还该部分。
一旦可重复贷款超过基础房屋价值的65%,新规定就会生效。
目前,从技术上讲,业主最多可以从此类贷款中借入80%,但新规则将在功能上将上限降65%,迫使借款人在超过该线时开始偿还部分本金。
该机构的一名官员称,如果发生这种情况,改变将使得一旦贷款价值超过房屋的65%,贷款“将更像是传统抵押贷款,借款人支付本金和利息,直到贷款回到低于65%。
不过,他表示,这一变化不会影响到供房者每月的还款金额,而且这些变化不会影响新购房者。新规定要到 2023 年底才会生效。
但 OSFI 表示,就目前情况而言,加拿大银行的数据显示,目前价值 2000 亿加元的 HELOC 超出了 65% 的门槛,这也是1.8万亿加元的总住房债务中的一部分。
共享股权和反向抵押贷款的变化
监管机构还在修改共享股权抵押贷款和反向抵押贷款的规则。共享股权抵押贷款是将购房者与第三方配对,以帮助他们拿出现金支付首付,以换取股权。
联邦政府在 2019 年推出了一项政府支持的共享股权贷款计划,此后非营利组织和其他社区团体也推出了一个版本。
该官员称,OSFI 周二的公告与其说是一项新的规则变更,不如说是对现有要求的澄清:这些产品实际上必须是合法的股权,而不仅仅是另一笔贷款,而且它们必须“与借款人的股权处于平等地位”。
最终公告适用于所谓的反向抵押贷款,允许房主预先获得其房屋的净值,而无需出售。
近年来,此类贷款的普及率呈爆炸式增长,主要是因为在业主决定出售之前,它们通常不需要偿还任何部分贷款。新规则将房主在开始时可以通过反向抵押贷款获得的金额上限为 65%。(转载)
