据加拿大金融邮报(Financial Post)报道,加拿大皇家银行(RBC)刚刚发布的房屋负担能力报告指出,今年第一季度,加拿大家庭房屋负担能力指数上升了0.9个百分点,达到52%,标志着连续第三个季度的增长。
这意味着加拿大的普通买家现在必须花费其收入的52%来支付买房及养房的费用——这是自从1990 年以来的最高水平。

按照相关定义,房屋负担能力指数是指业主购房和养房的支出占税前家庭收入的百分比,其中包括了按揭付款、水电费和物业税等。
不言而喻,房子越昂贵的地方,业主养房的成本也越高。因此在加拿大两个最昂贵的市场,也是业主最负担不起的市场:其中温哥华的这一比例高达74.9%,多伦多也有67.7%。
换句话说,这两个城市的业主花了收入的一多半来养房。
RBC的报告指出,即使在一些更小些的城市或市场,在疫情期间的负担能力也变差。如果与去年第一季度比较,今年第一季度不少城市的房屋负担能力指数升高,包括安省的温莎,上升了3.6%,汉密尔顿3.2%,安省伦敦2.8%,尼亚加拉2.7%…

当然,除了其它因素之外,加拿大家庭负担能力变差的主要原因还是在于几乎全国范围的房价上升。
RBC的报告指出,各地房价不断上涨,几乎抵消了2020年春季联邦政府通过各种紧急补助计划提高家庭收入的努力,导致很多地方的指数不降反升。

RBC的报告称,尽管房屋销售已从“不可持续的强劲水平”开始放缓,但仍不足以很快重新平衡许多市场,因为加拿大许多地方的房屋供应仍然紧张。
比如大多伦多地区地产局(TRREB)月报就显示,5月份的销售比4月和3月均有下降,其中3月份创了单月销售的历史纪录,但是GTA地区的房价仍然继续上升,各类房屋均价超过110万,也创下单月纪录。
全国市场的销售情况有些类似,加拿大地产经纪协会(CREA)的报告称,全国5月房屋交易活动没有持续前两个月的势头,销量下滑到50,000多套。而4月全国房屋销售量达到74,049套,3月份更高达76,259套,创下历史纪录。
房价方面,5月份全国平均房价也比4月和3月下降,但是如果用更为准确的基准房价指数(HPI)来衡量,那么5月的HPI同比增长了24.4%,环比则上涨了1%。

CREA表示,全国实际的平均售价指标会产生误导,可能会因多伦多和温哥华等市场中昂贵房屋的销售而产生偏差。这就是为什么该机构用了称为基准房价指数的指标,即HPI,因为该指数根据售出物业的数量以及类型对价格进行了调整。
RBC的高级经济学家霍格(Robert Hogue)在报告中表示,“我们预计房屋价格将在短期内继续上涨,从而进一步削弱业主的房屋负担能力。”
报告认为,加拿大很少有市场能摆脱这个困境,预计BC省、安大略和新斯科舍省(Nova Scotia)的负担能力下降幅度最大。
霍格总结说,“加拿大的房地产价值上升得非常迅速,并将继续推高未来一段时间业主的养房成本。”
